No there is no percentage criteria for Civil Services or Engineering Services.You should hold a Bachelors degree or should be in Final year to apply for Civil services.There is no bar on marks.Low marks may be a hindrance at the time of interview but that depends on you how you cover up your marks with your performance at interview and Mains performance.

no friend as per the civil service notification,there is no % bar required .
but it does not mean,you should ignore it,try to score good marks.
as we are aware that for civil service exam,many aspirants are eagerly waiting and trying hard to get the seat.
so do not you think its not easy job.you had to work hard and reach the goal.

NO THERE IS NO PERCENTAGE CRITERIA FOR INDIAN CIVIL SERVICES AND INDIAN ENGINEERING SERVICES.
All this exams are conducted by UPSC and most of the exams that is conducted by UPSC does not require any sort of percentage.Only pass marks is necessary.Now it is important that the selection process of such exams are such that they do not keep any percentage criteria.
They believe that they can select best candidates through their selection process only.

For Civil Services you must have completed graduation in any stream from recognized college or university with any percentage. So you do not need to worry about percentage and just concentrate on preparation for the exam.
For IES you need degree in engineering.
Eligibility Criteria For Civil Services:
>>you must have completed or appearing in final year of graduation.
Age Limit:
>>your age must be within 21 years to 30 years on 1 August of the year of exam. there is relaxation in upper age limit up to 3 years for OBC and 5 years for SC/ST candidates.
Limit Number Of Attempts:
>>General category: 4 attempts
>>OBC category: 7 attempts
>>SC/ST category: No Limit

There is no percentage requirement to apply civil services exam.
You must be passed a bachelor degree from a recognized university.
Appearing in final year candidates are also Eligible,
Your age should be between 21-30 years.
You must be Citizen of India,
Age relaxation is given to reserved category students.
Number Of Attempts;-
4 times for General category Candidates
7 times for OBC candidates
No limit for SC/ST category
