f you are asking about Civil Services,then you need to be a Graduate from any stream from a Recognised University.You can apply for the exam based on your own choice of Main subject regardless of your stream of graduation.So here you can apply if you are an engineer from any branch.But if you are asking about Engineering Service exam,then you will have problems if you are from some other streams than Civil,mechanical,Electrical,Electronics or related streams.Engineering service papers have only the aforementioned 4 main papers.There are several other vacancies time to time for engineers of other major streams also such as Chemical,Metallurgy etc in the UPSC exam calendar.Check the website of UPSC for other details

Yes friend you can apply for the UPSC exams after comleting engineering degree. After completing engineering degree you can apply for the following exam: Civil Service exam IFS IES The notification for the following exam will be published in UPSC official website or employment newspaper. Here you can complete application form in two stages. In first stages you will fill all the all information and in second part upload your photo and scanned copy of signature.
