yes, you can appear in UPSC IES,IAS and other exams being a student of Computer Science Engineering.
Eligibility Criteria:
for UPSC exams you must complete or appearing in final year of graduation from recognized college or university.
your age must be within 21 years to 30 years.
And there is relaxation in UPPER AGE limit for reserved category candidates(3 years for OBC and 5 years for SC/ST candidates).

You can appear ias exam, upsc cpo exam, upsc cds exam and other govt exams where eligibility is graduation in any stream. But you can not appear in ies. Ies is not for cs engineering students. It is for civil, mechanical, el;ectrical, electronics engineers.

Yes, you're definitely eligible to write the UPSC exams.
As UPSC needs only Graduation you're allowed to write it.
First, you need to know what is UPSC.
UPSC is Union Public Service Commission which conducts many exams in which Civil Service Exam(CSE) is one of them.
CSE has a misnomer as 'IAS exam' or 'UPSC exam'.
You're even eligible to write IES but only in selected streams like Civil Engineering, Electrical Engineering, Mechanical, Electronics & Telecommunication Engineering

yes dear,
you can appear in the examination being a computer engineering student
because there is no matter of subject all the graduate are eligible for the examination
but there is an age criteria also fulfilled by you and you have to clear it also
for general: 21-30 years.
for obc : 21-33 years.
for sc/st : 21-35 years.
but the problem is that there is no any computer related subject in the upsc civil services examination.
but you have proper choices to choose your subject. see the list below.
