UPSC conducts various exams every year for candidates at the Undergraduates and Graduates level
to make recruitments to various services and posts.
To be eligible to appear in the UPSC exams you have to meet the eligibility criteria like Nationality,Age Limit,
No.of Attempts,Educational Qualifications,Physical & Medical requirements,etc which is precribed for different exams.
At theUndergraduates level it conducts exams like SCRA and NDA & NA Exam.
Minimum eduational qualification is 12th Pass.
At the Graduate level it conducts exams like Civil Services Exam,CDS,CPF,IFS,
Engineering Services exam,CMS,IES,etc.
Minimum educational qualification is a Bachelors Degree from a recognised University.

ELIGIBILITY FOR UPSC EXAM:-
you should have to passed graduation from the recognized university.
last year appeareing students can also appeared this exam.
you must be an indian.
AGE CRITERIA:-
general categories = 21 to 30 years.
ob c categories = 3 years relaxation in age.
sc/st categories = 5 years relaxation in age.

The qualification required to apply for the exam is that one MUST be a graduate(3 yrs/4yrs) from a recognized university.
Age limit:
A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st August, in the year of examination.
The upper age limit prescribed above will be relaxable in the follwing cases:
SC/ST : upto a maximum of five years.
BC : upto a maximum of three years.
State of Jammu & Kashmir: upto a maximum of five years.
Defence Services personnel : upto a maximum of five years
Number of attempts:
General : four attempts.
SC/ST: No restriction.
BC: seven

Yes you are fully eligible for UPSC civil services exam. there is no percentage limit of qualifying exam.
Eligibility Criteria is
should be graduate from a recognized university in any stream
(marks or percentage doesn't matter)
age should be 21 to 30 years
age relaxation for OBC candidate 3 years
age relaxation for SC/ST candidate 5 years
nationality- Indian
number of attempts-
general candidate- 4
OBC- 7
SC/ST- no limit
