to appear in Civil Services exam you have to complete graduation
in any discipline from recognized college or university with any percentage.
Civil Services exam constitutes three parts:
1. CSAT
2. Mains
3. Interview
for appearing in exam you have to fulfill some other requirement like:
>>you must have completed or appearing in final year of graduation.
>>your age must be within 21 years to 30 years on 1 August of the year of exam. there is relaxation in upper age limit upto 3 years for OBC and 5 years for SC/ST candidates.
and you must have attained the minimum age on same date and you have not attained the upper age on similar date.

If you choose both the optional as science subjects like Maths and Physics or among the subjects which are common to both IFS and IAS exams, you can appear in both the exams without any compromise. For IES, you can not apply with chemical engg as branch as electrical, electronics, civil and mechanical are available. You can apply with anyone of these branches.

Dear the same confusion make may aspirants mentally disturbed and so many candidates are there those who choose any other exams due to various reasons as friends, family support, similar subject in qualification etc but dear you should not change your aim means you should not leave your interest behind due to any reason as another exam or anything and when you have made your aim as to become an IAS officer then you should prepare for civil service exams and crack the civil service because there is only one exam after qualifying that with interview process you would get the superlative power in administration department and would be the best and if you wish to apply for IFoS - Indian Forest Service Exam then you may also apply for that exam because you are eligible to apply for both IAS and IFoS service exams and Forest service post has no more power than IAS officer but there is a peace in the department of forest and huge payout by the government so you may choose it but if you are really interested in civil services then you should go for civil service exams not for IFoS.
Dear you have completed your bachelor's degree as Chemical Engineering then you are eligible for both IAS and IFoS but you are not eligible to apply for IES - Indian Engineering Service Exams because IES exam needs another specialization subject in the degree which are following as :
Civil Engineering
Electrical Engineering
Electronics and Telecommunication Engineering
Mechanical Engineering
So you have not completed your degree with any one of these above mentioned engineering specialization subjects so that you can not apply for Indian Engineering Exam but you may apply for civil service exams between these following dates :
1. Start date for online application - 02-02-2013
2. Last date for online application - 04-03-2013
3. Date for UPSC civil service prelims - 19-05-2013
