Dear friend there is no term "perfect" age in UPSC exams. so you are to follow range of eligibility framed by UPSC:-
1.A graduate or a final year candidate from a recognized university can write civil services exams.conducted by UPSC twice in a year.
2.The age eligibility for a Gen.candidate is 21-30 years.For an obc 21-33 years.For a s/c s/t & pwd candidates is 21-40 years.
3.Each candidate must be the citizen of India.

All of the exams have different eligibility criteria and different purposes for recruitment.perfect age for upsc exams is after intermediate examinations......i.e age should be between 17 to 30 years..as candidate who has passed intermediate exam cn apply for nda and scra exam ..but if a candidate is interested in becoming I.A.S or IPS officer he/she must be a graduate .so according to dis perfect age is between 17 to 30.different exams conducted by UPSC have different criteria related to education & age .So you can prepare for any of the exams based on your interest & qualification.

Upsc requirement the candidate must have complete the graduation in any stream from the approved university. If you are complete the degree from the approved university which is recognized by the UGC/AICET.
The age limit for the exam is the 21 -30 years for unreserved category.

I just donot understand what you want to say that is perfect age to appear for the UPSC examinations.Let me tell you that there is no perfect age to appear for the UPSC examinations.
UPSC conducts large no of examinations every year and the age limitations for different examinations are different.
The minimum age limit for which you can appear for any UPSC examinations is 16.5 years for the NDA examinations.the upper age limit is 19 years.
Now coming to some other examinations:
For civil services examinations the age limit is as below:
Note: For engineering services examinations and Indian Forest services the age limitations are similar to civil services examinations.
For combined defence services examinations.the age limitations:

OTA:19-25 years

The perfect age is nothing.
UPSC bounded the age of candidate who are applying for the exam .
A general candidate can attempt this exam in between 21-30 years having maximum 4 attempts.
You must give this exam when you are fully confident that your preparation is sufficient to pass that exam.
If you only fill the form and directly going for the exam without the preparation , then you loose you one chance which has highly importance.

The perfect age limit to attempt UPSC exam is different because UPSC conduct so many exams and you did not mention that in which sector you want to go means - Defense or Civil Services or Forest Service etc. and age limit for defense services is different which is 16.5-19 years for NDA exam and 21-25 years for CDS exam and if you wish to apply for UPSC civil services exams then you need to have completed 21 years of age and should not be more than 30 years of age and relaxation in age as per government guidelines which is 5 years for SC/ST and 3 years for OBC Category candidates.
You must have a bachelor's degree in any discipline from a recognized university and there is no bar for percentage marks means if you have passed the degree with 35% marks then also you are eligible to apply for UPSC Civil Services exams.
