There is no any educational restriction in upsc examination. If you completed your graduation degree from any university which is recognized with UGC then you can fill the form of upsc.
Many students who failed in 10th exam and do graduation from open university cracked the upsc exam. There is no any restriction for percentage also. So fill the form of upsc without any tension.
