    Dear Aspirant
yes you are eligible for UPSC exam, although u don't have ur tenth class certificate, because in UPSC only Graduation is cretercriteria of eligibility.
for your date of birth proof you can give ur Date of Birth Certificate.but if u don't hv that also,u can go to any gov officer and make a Date of Birth certificate...

Required Eligibility Criteria for UPSC Indian Civil Service Examination 2013

Candidate should posses a bachelor's degree in any discipline from a recognized university

Final year examination appearing or pursuing candidates are also eligible to apply for ICS prelims

Age should be minimum 21 years and should not be more than 30 years

If you belongs to reserved category then you may claim for upper age relaxation that will be provided to you as per government guidelines - 5 years for SC/ST and ESM, 3 years for OBC and 10 years for PWDs

As you have explained about your educational qualification status in detail that you did not complete 10th class and directly got admission in bachelor's degree in Andhra University so I would like to say that you are not eligible to apply for this examination because to be eligible for ICS you should have passed academic class in - 10+2+3 pattern (10th +12th and Degree of 3 years) or 10+2+4 Pattern (10th + 12th and 4 year bachelor's degree) or 10+3+3/4 Pattern (10th + 3 year diploma equivalent to 12th class and 3 or 4 year bachelor's degree) but when you haven't completed 10th class then how will you be eligible for this examination so we are really sorry to say that you can not apply for this examination

One more importance of class 10th that you know, Candidate's date of birth always calculated according to the mentioned DOB at the marksheet of class 10th provided by a recognized board so when you do not have the score card or certificate of a valid board for class 10th then how will you prove that your DOB is accurate according to the requirement so this may also create a problem for you

For all details about eligibility of this examination, you should get this attached notification and read carefully then your all doubts will be cleared

    All the best

Sure you are entitled intended for UPSC examination, despite the fact that throughout do not have your tenth course certificate, since inside UPSC solely University is usually criteria of eligibility.
In your date of birth confirmation you are able to give your Day of Labor and birth Certificate.but in the event that throughout really don't have which, throughout can visit any gov officer and create a Day of Labor and birth certificate.

Essential Qualification Key elements intended for UPSC Native american Municipal Services Assessment 2013

Choice ought to have taken any 4-year college level in every self-control coming from a identified university

Remaining twelve months test appearing or perhaps going after applicants can also be entitled you're ICS prelims
Time needs to be lowest 21 decades and should not be compared to 30 years

For those who is a member of appropriated classification then you may state intended for top era pleasure which is to be given to you down to federal government rules - 5 decades intended for SC/ST as well as ESM, 3 years intended for OBC as well as 10 decades intended for PWDs

Since you have described regarding your instructional qualifying measures rank in depth that will you did not comprehensive 10th course as well as directly became everyone inside 4-year college level inside Andhra University or college thus I have to point out that you aren't entitled you're this kind of test since to generally be qualified to apply for ICS you need to have handed academic course inside - 10+2+3 sample (10th +12th as well as Level of 3 years) or perhaps 10+2+4 Sample (10th + twelfth as well as 4 twelve months 4-year college degree) or perhaps 10+3+3/4 Sample (10th + 3 twelve months diploma or degree similar to twelfth course as well as three to four twelve months 4-year college degree) but when you have never concluded 10th course after that the best way contemplating qualified to apply for this kind of test so we really are sorry to say that one could certainly not submit an application for this test

A different need for course 10th you are aware, Candidate's date of birth often measured using the pointed out DOB in the marksheet of course 10th furnished by any identified mother board and once there is no need the ranking card or perhaps certificate of a current mother board intended for course 10th after that how will you show that your DOB is usually accurate using the prerequisite thus additionally, it can build a problem intended for you.
