Union Public Service Commission (UPSC) conducts Civil service exams throughout the country for recruiting candidates for various Civil Services of the Government of India like Indian Administrative Service (IAS), Indian Foreign Service (IFS), Indian Police Service (IPS), Indian Revenue Service (IRS) and many others like Group A and Group B central jobs.
Generally,there the exam is divided into two parts-Preliminary and Main exam.

They have differences eligibility.
Generally this exam is divided into two exam;-

it is not single exam .

Examination Pattern is following for UPSC civil service exams according to 2013 :
There are two parts of the examination of the civil service exams and the exam is direct means the exam is separate and there is no inclusion of any other exam pattern means UPSC has unique pattern of it's each and every exam which is conducted by UPSC board :
Preliminary Exam : It is the first test in the civil service exams which is conducted in objective type pattern and it has separate two papers as one paper is - General Studies I and second paper is CSAT and each paper has 200 marks and remember that qualifying in the preliminary exam is most necessary for each and every civil service aspirant so prepare hard
Mains Examination : It is the second test in the civil service exams which is conducted in conventional type paper and there are 9 papers conducted in this exam and you would be offered to choose any two subjects from the list or you may choose any one literature and any one optional subject for your mains exam and there would be a English Language, Essay and a separate language paper of India and two papers would be conducted for general studies - I and II and other four papers would be conducted from those two subjects which would be selected by you for mains exam and you may choose any two subjects from the list which is following according to the UPSC board :

Interview Process : If you qualify preliminary and mains exam then you would be called for interview process by the UPSC Interview Board Committee and you will have to face interview process which would be your final step to get selected for your post under the civil services and interview process has separate 300 marks
You may apply for civil service prelims exam between these following dates if you have a bachelor's degree in any discipline from a recognized university and your age should not be less than 21 years and more than 30 years and relaxation in upper age as per government guidelines which is 5 years for SC/ST and 3 years for OBC category candidates and if you are pursuing final year of your degree then you would be allowed to appear for prelims exam of civil services :

Preliminary Stage: 2 papers (400 marks)
1- General Studies (200 marks)
2- Aptitude Test(200 marks)
Both are of 2 hr duration, objective. There is 1/3rd negative marking for every wrong answer. Marks obtained in prelims is not added to final tally while calculating your rank. It is only for qualifying to give mains.
Mains stage: 9 papers (Total 2000 marks)
1- G.S. - 2 papers (300 marks each)
2- First Optional - 2 papers (300 marks each)
3- Second Optional - 2 papers (300 marks each)
4- Essay paper - 1 paper (200 marks)
5- English - 1 paper (qualifying only- marks not added in final tally)
6- Indian language - 1 paper (qualifying only- marks not added in final tally)
It is absolutely necessary to qualify English and Indian language papers. Otherwise, the rest of the answer sheets will not be evaluated. All the papers are of subjective nature. Time duration for all the papers is 3 hrs.
Interview Stage (300 marks)
Face-to-face interview by a board consisting of 5 members. The interview normally is of 30-40 min.
The final marks are sum total of mains and interview marks on the basis of which final ranks are decided.

You must understand that UPSC is not a examination,it is not any entrance for any job.
The UPSC is a body or a board which is responsible for conducting the different exams related to the civil services like IAS,IPS, etc,related to the defense services,related to the medical services ,related to the police services.
As you must know that every government has its own institutes in every field like the BSNL is a government telecom mobile partner owned by the government of Indian,hence you need officials that will run the BSNL,such type of recruitment is done by the UPSC for the government sectors.
But UPSC usually conducts exam for those sectors which are sole and does not have any other private branches like the defense section army,navy,air force,the civil services like IAS,IPS,IES and some which have private branches like appointing officials in the medical hospitals which is under the government of India.
It is a board or the body which is responsible for the exams and also for the selection of candidates.But the selection process is not completely in the hands of the UPSC,it is under the supervision of the respective departments,like UPSC conducts the entrance CDSE for entry in to the army,air force and navy but after the exam the whole process of selection is of the respective departments.
Currently UPSC conducts exams like
IAs,IPS,IES,IFS,Combined defense Service Exams,Central Police Force,Combined Medical services,SCRA,NDA etc.
