Dear, first complete your engineering. Concentrate on your engineering & don't take in backlogs.
Because to appear in civil service, you must be a graduate from recognized university.
You belongs to technical course, so, after completion of your technical course in engineering, you can appear in civil service exam.
In your final year also you can apply for this exam.
You must not have any backlogs & must have passed your graduation with engineering.
Age limit is 21-30 years .There is also upper age limit reservation available to SC/ST, O.B.C candidates.
Indian Civil Service exam consists of three phases.
1)Preliminary exam
2)Main exam
3)Interview

Yes I think first complete your graduation and then you can always dedicate and streamline your efforts to only civil services preparation as because engg and civil services preparation differ as for civil services you have to study social sciences and general knowledge to a very large extent.So,for the time being it's too early to start the same.Study engg and with that you can apply for IES(Indian Engineering Service) from 4th year itself.After completing graduation,you can apply for IAS,IES and other upsc exams.Good Luck!
