For this you will have to be appear in UPSC CSAT exam which is organized every year at national level.
to apply for this exam you should be graduate
age should be 21 to 30 years
age relaxation for SC/ST + 5 years
age relaxation for OBC + 3 years
age relaxation for PH category + 5 years
There are three stages in the civil service exam
Preliminary exam ( 400 marks)
Mains exam (2000 marks)
Interview ( 300 marks)
Prelims exam will be objective type and mains exam will be descriptive type.

The official name for Collector is IAS Officer. You have to apply for Civil Services Examination to become a IAS Officer.
Civil Services Examination is conducted by UPSC every year for the recruitment of candidates for the post of IAS, IRS, IPS.
The basic eligibility criteria for Civil Services Exam are as follows:
Educational Qualification
The candidate must hold any degree in any discipline from any recognized university
Final year degree students are also eligible
Degree obtained by distance education/open university is also eligible if the university is a recognized university

OBC 21-33 yrs
PH 21-40 yrs
