No, you are not eligible to appear in the civil services examination in the year, 2013. However you are eligible to appear in this exam only from the year 2014. As per the age limit stated for this examination is 21 years to 30 years as on 1st august, 2013. So as on 1st august, 2013 you must have attained the age of 21 years, but considering your date of birth of 17-08-1992, you just short of it. In other words, to be eligible for 2013 exam, your date of birth must be between 2nd August, 1983 to 1st August, 1992
You have completed your 20 years of age but for UPSC - IAS, IPS and IFS exams you must have minimum 21 years of age then you would be eligible to apply for UPSC - IPS, IAS and other exams but your age should not be more than 30 years and this is for general category candidates and age should not be more than 33 years for OBCs and 35 years for SC/STs.
You must complete your graduation to apply for this exam with at least 50% marks or it's equivalent qualification as 3 years diploma then you can apply for this exam.

Sorry to say but you are not eligible for the UPSC CSE exam 2013 because you can't fulfill the criteria .
The age limit for the UPSC CSE exam is below :
For general 21-30
For obc 21-33
For sc/st 21-35
For ex-serviceman 21-35
For PWD 21-40
So the minimum age limit is 21 year .
For the 2013 exam minimum age limit is 21 year as on 1st august 2013 , but you are not 21 years old on that date so that you are not eligible for the 2013 CSE exam .
You will give the 2014 CSE exam till you prepare well so that you crack the exam in your first attempt .

Yes , you are eligible for IAS exam 2013, but friend , sorry to say the date of filling of form for IAS exam 2013 has already been over hence you have to apply for next year that is on 2014 . The notification will be available in the UPSC website , so just keep a track of notification date 2014 .
