Since you have not mentioned the name of the UPSC exam .I think being an engineer you are asking about Indian engineering services which is conducted by UPSC every year.

The important dates regarding 2013 IES examination are :

Date of notification:16/03/2012

Date of last receiving application:15/04/2012

Date of examination:28/06/2012.

Bachelor's degree in engineering is the minimum requirement for this examination.Final year candidates are also eligible for applying this examination.

You need to be between 21-30 years .Relaxation of three years to obc and 5 years to sc/st respectively.

you have select the subjects from these trades only:

1.civil engineering

2.Mechanical engineering

3.Electrical engineering

4.Electronics and communication engineering

As you are a student of Civil Engineering, you may go for IES exam conducted by UPSC.
