you can apply in the Final year of your graduation i.e. you are eligible for the IES exam in the 7th semester of the exam.

as you described here you are in 6th semester so you are not eligible to apply for the same right now because the required minimum
educational qualification for civil services examination is Graduation with any stream with a govt. /ugc recognized university.

generally upsc releases its notification for the civil services examination in the month of February / march and
to apply for it you have to apply online on the official website of upsc for online purposes because there are no other mode of application is accepted by upsc.

2. should be graduate ( with recognized university by ugc)
age requirements:-
for general category:- 21-30
for obc category - 3 years relaxation.

for physically handicapped persons :- 10 yrs age relaxation according to their category.
Number of attempts allowed:-

NO 6TH SEMESTER CANDIDATES ARE NOT ELIGIBLE FOR APPLYING.
IES(Indian Engineering Services) exams are only for engineering graduates.
Four branches to be applied for
1)Civil Engineering
2)Electronics and Communication Engineering
3)Mechanical Engineering
4)Electrical Engineering
Final year appearing candidates are eligible for applying,you while studying in 8th semester can apply for IES exams.
But while studying in 6th semester,IES exam is not possible.

Eligibility for UPSC Indian Engineering Service Examination
Candidate should have passed bachelor's degree in engineering in any branch from a reputed university or institute and if he/she is pursuing final year of bachelor's of Engineering then also he/she will be eligible to apply for this examination
Candidate will have to choose anyone of the - Civil Engineering/ Electrical Engineering/ Electronics and Telecommunication Engineering/ Mechanical Engineering to appear for examination
Age should be minimum 21 years and maximum 30 years to apply for this examination and relaxation in upper age as per government guidelines that is 3 years for OBC and 5 years for SC/ST category candidates
UPSC IES examination is conducted around June of every year in that you have to pass five different papers in that first three papers will be of objective type pattern and other two papers are conventional in type and remember that if you want to face interview process then qualify each and every single paper so prepare well

IES stands for the Indian Engineering services .It is also called Engineering Services examination.
EEE stands for the Electrical and Electronics Engineering .Sorry to say that the prefinal year candidates are not allowed to appear for the Indian Engineering services due to the following eligibility criteria :
1.Academic criteria :
>>Bachelor's degree in engineering or technology from a recognized university.final year candidates can also apply for the exam.
>>Master's degree holder in science ,computer applications are also eligible for it.
You can give the exam in next year that 2015 exam when you will be in final year of engineering.
You have to give examination in the four core streams of engineering only :
>>Civil engineering
>>Electrical engineering
>>Mechanical Engineering
>>Electronics and communication engineering.
Since your are an EEE candidate ,you can give the exam in electrical engineering.
2.Age limits:
General candidate: 21-30 years
OBC:21-33 years
SC/ST candidate :21-35 years
3.You must be an Indian citizen

It's good that you want to make your career in the best and the top government jobs available in India i.e Indian Administrative Services . Sorry friend but you will not be eligible in pre final year but you need to prepare hard to appear in the final year . You can assume the tough competition in the examination as you will be the fresher and many of them had already completed the btech many times before . I hope friend you are trying to understand , the situation , I respect your ambition but you really need to face the tough competition .

Some eligibility criteria for appearing in IES examination are:-
1.You must be a citizen of India.
2.You must have passed your graduation in any branch in engineering from a recognized university .
3.Students in their final year of graduation can also appear for this exam.
4.The age limits are 21-30 years for General,21-33 years for OBC and 21-35 years for SC & ST both.
5.you have to attempt question paper from any of the 4 branches mentioned below as:-

But sorry to say that right now in 6th semester you are not eligible for IAS examination. You will be eligible after completion of your graduation .
Eligibility criteria for IAS exam is :
1. candidate should be citizen of India.
2. age limit is from 21 yrs to 30 yrs.
3. upper age relaxation is for SC/ST (5 yrs) and OBC (3 yrs).
