What is your idea,the simple answer is that the candidates have passed all the stages in order to come in top ten in UPSC rank list,that is the most simple answer.
You have any other view,if so then must eliminate it immediately,they studied hard and they get it very simple and straight equation.

There is no other point or any other view dear,concentrate hard in your studies.There is no such rule that candidates from any particular stream can not top consecutively in a exam.Hence there is basically no point of discussion.
