First of all to become an IPS officer you have to apply for Civil Services Exam that is conducted by UPSC every year for the posts
of IAS, IPS, IRS etc.
to appear in Civil Services exam you have to complete graduation
in any discipline from recognized college or university with any percentage.
So you can definitely apply for Civil Services exam after completing B.Tech with 59% marks. and don't worry , you need to concentrate on preparation for the exam only.
Civil Services exam constitutes three parts:
1. CSAT
2. Mains
3. Interview
for appearing in exam you have to fulfill some other requirement like:
>>you must have completed or appearing in final year of graduation.

According to the eligibility criteria for IPS,a candidate should be a graduate and the university from where he has done his graduation should be recognized by UGC.
There is no such percentage that you need to score in order to sit for the exam.
Hence you are completely eligible for the exam even though,you have scored 59% in your B.Tech!

IPS Exam 2013 Eligiblity :-
The candidate must be a degree holder of any discipline from a recognized university. The candidates who are in the final year of their degree course can also apply for the examination. Candidate who have completed their M.B.B.S., but not have completed the required internship during the time of submission of the application to the main examination will be provisionally admitted for the main examination.
Physical qualification for IPS :-
Height: The male candidate should be 165cm and female candidate should be 150cm for general category candidates. In the case of candidates coming under SC/ST/OBC the height required is 160cm for male and 145cm for female.
Chest: Minimum requirement in the case of male candidates is 84cm and they should be able to expand the chest for 5cm. In the case of female candidates the minimum requirement is 79cm and they should be able to expand the chest for 5cm.
Eye sight: 6/12 or 6/9 distant vision for worse eye and 6/6 or 6/9 distant vision for good eye. Near vision for worse eye is J2 and for good eye is J1.
AGE Requirement :-
During the year of applying for the examination the candidate must have attained 21 years of age on 1st of August. So, minimum age limit is 21 years and the maximum age limit is 30 in the case of candidates coming under general category and 33 for OBC candidates and 35 for candidates coming under SC/ST category. In the case of ex-servicemen an age relaxation of 5 more years is given.
Now you have done B.Tech which is a degree course.
It doesn't matter that you have got 59% in it.
That thing that matters is that you have done a degree course.
Hence you are eligible for the exam but make sure that you also fulfill other conditions as well.

1)The minimum educational qualification required-graduation from any stream from any recognized university.
2)The percentage is never a issue,only the pass marks is required.
3)Age limit-21 to 30 years for general candidate.
21 to 33 years for OBC.

4)Number of attempts-4 for general candidate
7 for OBC.

Now i must tell you one thing that the different civil services that are conducted by the UPSC ,does not require any minimum percentage to apply for the exam.Civil services like IAS,IPS,IFS, etc all of them only need to have a graduation degree.
