First of all let me know you the educational qualification required for civil services examination.
The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section 3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.
So, if your university is recognized by UGC(University Grants Commission) & approved by DEC(Distance Education Council) then you have no problem in appearing CSAT.

Educational Qualification :
A graduation Degree/equivalent in any discipline from a recognised University.
Final Year appeared/appearing candidates can apply provisionally.
Candidates completing their graduation through Open School/Distance learning from a recognised University are also eligible.

the main educational requirement to apply for this examination is graduation or engineering
form a recognized university approved by UGC.
upsc is not at all concerned with the mode of graduation.the mode of graduation can be
DISTANCE ,regular,open,correspondence etc all are allowed by upsc.
while applying for the upsc civil services examination
the aspirant must have attained an age 21 year at least.
the age limit to apply for the upsc civil services examination is 21-30 years .
the OBC and the SC/ST category aspirants get an age relaxation to apply for this examination.
the age relaxation is 3 years for the obc aspirants and 5 year for the SC/ST aspirants .
for the physically handicap aspirants the age relaxation is 10 year for this examination.
