YES ; The eligibility criteria for the SCRA exam asks : Intermediate or Senior Secondary (12 years) Examination under 10+2 pattern of School Education or equivalent with Mathematics and at least one of the subjects Physics & Cheministry as subjects of the Examination in 1st or 2nd Division.
So you should definitely pass 12th exam (you can also appear for exam during your 12th class ; but you have to pass the 12th exam before the personality test) in order to appear for the SCRA exam.
