I�m sorry but diploma candidates or holders are not allowed to give the upsc exams because they do not fit in the eligibility criteria. The eligibility criteria states that you should be a graduate in any stream from a recognized indian university. And you age should be in between 21-30 years. And as the diploma does not come under the degree/graduation, this is the reason that diploma holders are not eligible of giving the exam. But if you complete your graduation, then you will be allowed to give the upsc exam

Dear there are so many exams conducted by UPSC board but you have not mentioned that which exam you want to apply for so that we are unable to find the right way but as you have mentioned that you have completed a diploma in computer engineering then in this case, I would like to say that if you have completed your engineering diploma of 3 year of duration from a recognized university then you can apply for some exams under UPSC but if you completed 2 year duration diploma in engineering then you will not be eligible to apply for examination of UPSC board
On the basis of 3 year duration diploma, you can apply for civil service examination, combined defense service examination and your age should be between 21-30 years for civil service and 19-24 years for defense service exam but if you think that you should apply for engineering service examination then you can not because to apply for engineering service exam, you should have completed your bachelor's degree in engineering in any one of the civil / electrical / electronics and telecommunication or mechanical engineering from a recognized institute

After completing diploma you are not eligible for UPSC exam but surely after you done with your bachelors you will be eligible for UPSC Civil services exam and IES i.e Indian engineering exam.

Sorry, Diploma course as educational qualification are not eligible to UPSC examinations. Only Graduates are 12th class pass holders can be eligibkle to give UPSC examinations of Civil service,NDA examination etc., So. better to complete your Graduation in engineering then you will get eligibility for UPSC examinations.
