The age limit for OBC candidate is 21-33 years for Engg service exams.
As you will complete 21 till next year before applying for IES,you will be eligible for IES surely.You should start preparing well for the exam without bothering about eligibility any more.

You have not reached 21 years still .. and So not eligible to appear for the exam
If you want you can apply for the NEXT year I.E.S exam
Because the minimum age must be "" 21 "" years
Maximum age is allowed up to "" 30 "" years
As YOU ARE A OBC CANDIDATE .. YOU WILL AVAIL THREE YEARS OF AGE RELAXATION
THAT IS MAXIMUM AGE COULD BE 33 YEARS

IES stands for the Indian Engineering services .It is conducted once every year by the UPSC.
The eligibility criteria which is required for this exam is as below:
1.Academic qualification:
You must have done bachelor's degree in engineering or technology from a recognized institute of university.
Candidates holding master's degree in science ,mathematics are also eligible to appear for the exam.
There are only four streams in which any candidate can give this exam:
>>Civil engineering
>>Mechanical engineering
>>Electrical engineering
>>Electronics and communication engineering.
Age criteria :
The age limit is 21-30 years.Relaxations of three years to obc and five years to sc/st candidates.
As you age will be 21 years in 2014 so you are eligible for the 2014 IES exam.
>>You must be an Indian citizen.
