If you complete your B.Tch then you can apply for Civil Services Exam.
It is no issue that how many attempts you take for your degree.
There is no percentage required in any class.
Only pass marks student can also apply.
age should be between 21-30 years for open category.
for OBC 21-33 years
for SC/ST 21-35 years
Therefore you can apply for Civil Services Exam with confidence.

You are eligible for the Civil Services.The main eligibility is you should comlete the graduation.Duration of time has taken to clear the subjects is not at all a problem.
ELIGIBILITY CRITERIA:
1)A candidate should have a degree of graduation in any field from any recognized university.
2)A candidate in his final year is also eligible for the civil services exam. (IPS, IFS, IAS)
3)A candidate's age must be between 21 to 30 years. 3 and 5 years of relaxation for OBC and SC/ST respectively.

Yes friend if you have completed your degree or graduation within 5 years then you are eligible to apply for UPSC Civil services exams because there is no criteria about the backlogs in the degree because UPSC requires only completed graduate degree in any discipline from a recognized university with at least 50% marks and if you are in SC/ST then you need to have only 45% marks so that you are eligible and your age should be between 21-30 years and relaxation in upper age would be provided as per government guidelines which is 5 years for SC/STs and 3 years for OBC category candidates.
Finally you are completely eligible for UPSC - IAS, IPS, IFS exams and you can apply without any problem
If you will apply for this exam then you will have to study hard and too much to crack the prelims exam which would be in objective type format then you would be allowed to appear for mains exam under UPSC and your mains exam would be as subjective type where you will have to face your every selected subjects and other common subjects papers in descriptive format and this is also necessary to qualify to get chance for interview process in UPSC Board then you have to crack interview with your knowledge and efficiency.

If you have got the degree after clearing all backlogs then you are definitely eligible for IAS exam.
In the end degree is the main requirement .Hence don�t worry about your backlogs if you have cleared them.
For IAS examination you must be a graduate in any discipline from a recognised university and there is nowhere written in the notification that those who have cleared graduation backlogs are not eligible.
So you must start preparing for the IAS exam and don�t worry about your eligibility.
The selection is purely based on the following stages of IAS exam:
-Civil Services Aptitude Test.
-Civil Services Mains
-Personal Interview
Thos who pass the CSAT are only eligible for IAS mains and merit is prepared on the basis of marks obtained in mains and interview.
