if you belong to general category then you can,t apply for civil service exam because for general age should be 21 to 30 years.
if you belongs to obc category then you can apply for civil service exam because for obc age should be 21 to 33 years.
if you belongs to sc/st category then you can apply for civil service exam because for sc/st age should be 21 to 35 years.
YOU SHOULD HAVE TO PASSED GRADUATE / FINAL YEAR APPEARING FROM THE RECOGNIZED UNIVERSITY.

Eligibility criteria for CIvils
1) Nationality: The candidate must be an Indian citizen.
2)Age : The upsc civil exam appear candidates age between 21 to 30 years .Age relaxation for SC ,ST ,OBC ,handicapped persons details given below.
(i)5 years age relaxable for SC,ST candidates
(ii)3 years age relaxable for OBC candidates
(iii)5 years age relaxable for defence service personnel
(iv)5 years age relaxable for ECOs /SSCOs who have rendered at least 5 years assignment in the military service.
(v)5 years age relaxable in the case of ECOs/SSCOs who have completed an initial period of 5 years in military service.
(vi)10 years age relaxable for blind ,deaf .mute and orthopedically ,handicapped persons.
3) Educational Qualification: The upsc civils examination appearing candidates must be a graduation completed from the recognized university.
(4)Number of Attempts: The appear candidates of civils how many times may attempt details has given below.
General candidates: 4 attempts.
Sc, St Candidates: No restriction.

At the age of 30 years ,you can only give the civil services examinations if you belong to the OBC or SC/sT catgeory as the upper age limit for the general is 30 years ,obc is 33 years ,sc/st is 35 years.

You haven't stated the category you belongs to. If you are from an general category, then at 30 years you won't be eligible for the civil services examination as per the criteria your age must be below 30 years. However if you comes under the OBC category, then with the age relaxations of three years in upper age limit, you will be eligible for civil services examination as maximum age becomes 33 years. And same thing applies to the sc/st category, here five years age relaxations is given in upper age limit which makes maximum age to 35 years. You need to provide the caste category certificate for that.
Yes a 30 years old age candidate can appear for UPSC - civil services exam but only following conditions :
1. When he/she belong to SC/ST category because SC/ST category candidates are allowed to appear for this exam till 35 years of age after getting relaxation of 5 years by the government rules
2. When he/she belong to OBC category because OBC category candidates get 3 years upper age relaxation by government and allowed to appear for exam till 33 years of age and total 7 times
3. When he/she belong to Ex-Servicemen category and PWD category because PWD candidates will get 10 years upper age relaxation and allowed till 40 years and Ex-Servicemen category candidates are allowed till 35 years of age
4. But if he/she belong to general category then not eligible to apply for civil services exam after 30 years of age and 4 times.

Civil Service examination is one of the prestigious exam conducted by UPSC for recruitment to various All India services.
Age Limit :
(i) General : The aspirant who have attained minimum 21 years and not have attained maximum 30 years on 1st august of the year of examination.
(ii) OBC : For OBC , there is 3 years upper age relaxation.
(iii) SC/ST: For SC/ST , there is 5 years upper age relaxation.

Age limit for general category candidate is 21 to 30years and for OBC 21 to 33Years and for SC/ST 21 to 35years. So, First have to know that from which category you are coming? if you are belonging from category other than general category than you can give civil services exams. If you are coming in general category then you can not give exams.

I am sorry to say that being into the general category and being 30 years of age, you are not eligible for giving the upsc IAS exam. Because the age limit for giving this exam is 21-30 years. The age of the candidate should be less than 30 years of age.
There is a relaxation given to the obc and the sc/st category of 3 and 5 years respectively
The age limit for Civil Services exam is 21 to 30 years for General Category candidates.
If you are General Category candidate then you are not eligible to apply for Civil Services examination.
But if you belong to any of the reserved category then you can avail age relaxation and appear for Civil Services Examination.
