eligibility criteria for upsc exam need graduation in any subjects from a recognized university.
so if your university which is krishna kanta handiqui state open university is a recognized university under ugc then you will be applicable to apply for upsc exams within the age limit 21-30 years .

But there are some limits for the number of attempts in the exam .
For general cast maximum 4 attempts are allowed
For obc cast maximum 7 attempts are allowed
For sc/st there are no limit for the number of attempts .
There are three rounds in the exam .
