The UPSC rule for such cases is as under:

Candidates who have appeared at an examination the passing of which would ren-der them educationally qualified for the Commission�s examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination. All candidates who are declared quali-fied by the Commission for taking the Civil Services (Main) Examination will be re-quired to produce proof of passing the requisite examination with their application for the Main Examination failing which such candidates will not be admitted to the Main Examination. The applications for the Main Examination will be called sometime in the month of July/August, 2012.

eligibility criteria for IPS (INDIAN POLICE SERVICES )
1 graduation from recognized Institute.
2.candidates appearing in final year can also apply for the upsc exam.
5. no percentage bar
4.age between 21 to 23 years.
3.candidate be a citizen of India.

Civil Services Examination is conducted by UPSC every year for the recruitment of candidates for the post of IAS, IRS, IPS.

The basic eligibility criteria for Civil Services Exam are as follows:
Educational Qualification
The candidate must hold any degree in any discipline from any recognized university
Final year degree students are also eligible
Degree obtained by distance education/open university is also eligible if the university is a recognized university
