and the answer is yes , you can apply after BCA+MBA BECAUSE THE MINIMUM QUALIFICATION IS GRADUATION .
YOU CAN APPLY NOW ALSO BUT IF YOU WISH TO APPLY AFTER COMPLETING MBA THAN NO PROBLEM.
I ALSO THINK THAT YOU SHOULD APPLY AFTER COMPLETING POST GRADUATION BECAUSE IT WILL INCREASE YOUR KNOWLEDGE AND I THINK FIRST WE SHOULD COMPLETE OUR EDUCATION AND AFTER THAT THINK ABOUT JOB.
BECAUSE ONCE WE GET JOB THAN IT IS HARD TO CONCENTRATE ON OUR STUDY BUT IF WE ARE TALKING ABOUT IAS THAN IT DOESN'T MATTER BECAUSE IT IS MOST REPUTED JOB IN GOVT, SECTOR.

you are eligible number of the exam which is taken by the upsc . basically all the exam is required graduation in any stream from the recognized university which is approved by the ugc/aicet.
you can appear for the examinations
1.civil services examination (for IAS,IPS)
ELIGIBILITY CRITERIA ::
You must be a citizen ofIndia,or, You must be a subject of Nepal or Bhutan, or, You must be a Tibetan
Refugee settled permanently in India before 1962.
You must be of 21 to 30 years of age. However, there is a relaxation in the upper age limit, of 3 years
for the OBC and 5 years for the SC/ST
You must have completed your Graduation or Equivalent, from a recognized university under any
stream, or be a final year student in the same
The number of attempts is 4 for a General category student,7 for an OBC candidate, and
unlimited for a SC/ST candidate, until he fulfills the age criteria
2. Central police force (CPF) held once every year whose eligibility criteria are
1.university graduate of any stream either in final year/passed out with 55% in graduation
2. Age limit within 20-25 years relaxation in the upper age limit, of 3 years for the OBC sand 5 years for
the SC/ST
3.CDSE (for recruitments in three armed forces of Indian union) exam conducted bi-annually
for the maltery academy and ota (officer training acedemy )exam the qualification required graduation in any stream from the recognition university
for the naval and air force the qualification is required graduation in science subject.
There is no age relaxation for any category
4. IES exam:-
The term and condition is same as the civil service exam only different is the required qualification in this exam required the b.tech
5. Combined graduate level test
This test is taken by the staff selection commission
The age limit is the 21 to 27 years
Relaxation for the reserve category/
Qualification is required graduation in any stream from the reorganization university

For UPSC exams you need only graduation in any field with any percentage.
and your age must be within 21 years to 30 years and there is relaxation of 3 years for OBC and 5 years for SC/ST category candidates in upper age limit.
so, you are also eligible for UPSC exams when you have completed BCA. but now as you have completed MBA also it must also helpful for you in cracking UPSC exams. you can choose management subjects as optional subjects for UPSC mains exam.

If you have completed your BCA degree then you do not wait for MBA degree. Because the minimum educational qualification for upsc exam is graduation. Means you can now apply upsc examination now. If your age is between 21 to 30 years then you can apply for the examination.
There is no any evidence that only Master's degree students can crack the upsc exam. If you prepare better then you can crack the exam in the basis of graduation also. You have to give the prelim and mains exam in upsc. In prelim exam you have been asked question of general studies and in mains exam you have to choose the subjects. for upsc exams graduation is needed,
so being a BCA graduated student you can apply for the upsc exams,
MBA after BCA is not needed as far as eligibility is concerned.

but to become eligible for the upsc exam you need just graduation.
you completed MBA also it will not affect the eligibility but yes surely will help you to clear the exam,
