Yes you can apply for any upsc exam even FIR was filed on you
But you have to one thing to appear in upsc exam i.e.,
First of consult nearest and familiar lawyer and explain each and every thing
Then he will asks to submit the non creamy application
You have to do complete the application form and follow what he said
This is just enough to attempt upsc exam
But make sure that this application is only for once
If you are doing same thing in next time then nobody can help you

If you are graduate you can apply ,you are eligible for the UPSC exams like IAS,IFS,IES etc..
POLICE verification only takes place when you clear the mains exam..so go for the exam..leave rest on GOD..
Here is the eligibility criteria for most of the UPSC exams:
1. Educational Qualification: A graduate degree from any stream from a recognized university..
Final year students can also apply.
2.Age Criteria: 21-30 years
there is age relaxation of 3 years for OBC category and 5 years for the SC/ST category..

sorry to say that you can't apply for UPSC exams For applying in UPSC exams you have no criminal record and no FIR is registered against you and if you found guilty you can't apply for UPSC exams.
But if you applied for UPSC exams and cleared all the exams and at the time of your verification you should be rejected. so don't apply for UPSC exams
UPSC allow you to write, but if some criminal case is filed against you and the judgement pending then UPSc will disqualify you

You can apply for this exam, if your record is found as a criminal in such situation your candidature will rejected. If your Innocent you can apply.
For this your age should be between 21-30 years
