you can appear for UPSC exam if you are writing the final year exam of graduation. IGNOU is a recognized university . so you can attend the UPSC exams.

you can apply for pcs exam.
But you should be a graduate and your age in between 21 to 30 years,
if you have the above qualifications then you can apply for upsc pcs exam.
Eligibility for upsc pcs exam;-
educational qualification;-the person must be graduate from any recognized univercity

general-21 to 30 years-maximum 4 attempts for cse exam
obc-21 to 33 years-maximum 7 attempts for cse exam
