The UPSC conducts the examination for IPS(Indian Police Service) through CSAT(Civil Service Aptitude Test). The essential qualification is to pass the Bachelors degree at any recognized university in any discipline. There is no need of the percentages in your academic career. Your failure in 12th standard doesn't also affect for appearing the examination. But you can give an explanation for your failure, if you face the Personal Interview. But you don't worry, it doesn't so important. So focus on your examination and work hard. Thanks....

to become eligible for the upsc exam you must have completed graduation or engineering from a recognized university,
i does not matter that you failed in 12th or not,
if you have completed graduation from a recognized university then you are eligible for the upsc exam and so you can apply for the upsc exam.

- age relaxation of 3 years is given to those candidates who belongs to OBC category .
- age relaxation of 5 years is given to those candidates who belongs to sc category.

Don�t worry if you complete the graduation in any stream from the reorganization university then you are eligible for the exam. It is no matter for the exam you failed in any class.
The qualification required for the upsc civil service exam is the graduation in any stream from the recognized university which is approved by the ugc/aicet. the
percentage of the marks is no matter for the exam. The higher qualification is also no matter for the exam.
The age limit for the exam is 21 to 30 years for the reserved category.

With out completing your 12th as this is against rules and the criteria for the exam
For the exam their a civil services exam
For the which the candidate must be pass in graduation
And as you have not completed your 12th so you can't give the exam
The Requirements for the CSE Exam:
The Applicant must be pass in the graduation
The Applicant of the final year can also apply for the exam
The Applicant just need to pass in the graduation with pass marks
The Applicant age must be 21-30
