Yes you can see in the notification of upsc in which it is written that only ugc approved university graduates can fill the form of upsc. If your university is recognized with ugc and dec then you can fill the form of upsc without any tension.
DEC means distance education council which gives its affiliation to those universities for distance education. You are fully eligible for the upsc exam.

3.CDSE (for recruitments in three armed forces of Indian union) exam conducted bi-annually
for the maltery academy and ota (officer training acedemy )exam the qualification required graduation in any stream from the recognition university
for the naval and air force the qualification is required graduation in science subject.
There is no age relaxation for any category
4. IES exam:-
The term and condition is same as the civil service exam only different is the required qualification in this exam required the b.tech
5. Combined graduate level test
This test is taken by the staff selection commission

Yes you can give the UPSC exam for the IAS/IPS as your university is UGC approved so dont worry start preparing for the exam..
There is age criteria also that is your age should be 21-30 years..
(i) Age limits :
21-30 years as on 1.7.2012. (Upper age limit relaxable for SCs/STs, OBCs and certain other categories as specified in Para 3(ii) of Notice).
(ii) Educational Qualifications :
Bachelor�s degree of a recognised university with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physcs, Statistics and Zoology or a Bachelor's degree in Agriculture, Forestry or in Enginerring or an equivalent qualification (Para 3(iii) of Notice).
(iii) No. of permissible attempts :
Four (Seven attemps of OBCs and no limit for SCs/STs (Para 3 (iv) of Notice)

Ya you can give the UPSC exam because as you done your graduation from your university that is recognized by UGC & DEC .
Any graduate student are eligible for the exam but one have done graduation from any recognized university .
The criteria like age criteria you also should fulfill like
your age is between 21-30 for general cast
21-33 for obc cast
21-35 for sc/st cast
21-40 for physically handicapped .
So if you fulfill the age criteria then you are eligible for the exam .
The exam pattern consist three exams .

Interview

If you have successfully completed your degree course from any government recognised institution then you are eligible for the Civil Cervices Examination.
Also if you are in final year of graduation course then also you can write Civil Services Examination.
As Official notification of UPSC only requires a degree from a recognised college as minimum academic eligibility qualification required.
You should also make sure that you are aged between 21-30 years when you are applying for the Civil Services Examination.
