Friend for the post of IAS or IRS you will apply for the Civil Service exam.

Civil Service exam is organized by the Union Public Service Commission at national level for the following posts:

    IAS

    IPS

    IRS

IAS is the top level post of India than IPS and than IRS.

So if you get the high rank you will get IAS post , than IPS and at last IRS.
