After your Higher Secondary i.e. 12th Boards you can appear for
Undergraduate level exams like NDA & SCRA exam conducted by UPSC.
UPSC also conducts exams at Graduates level like Civil Services,Combined Defence Services,
Engineering Services,Central Police Forces,Indian Forest Services,Geologist Exams,etc.
You can appear for graduates level exams only after completion of Graduation from a recognised University.
So,you cannot appear for UPSC Civil Services Exam without graduation.

Of-course Dear, you can sit after completing Higher Secondary for National Defence Academy & Naval Academy (NDA & NA) and Special Class Railway Apprentice Exam (SCRA). But your age must be in between 16.5 to 19 yrs. for NDA & NA and 19-21 yrs. for SCRA.
Otherwise you have to be Graduate for other exams conducted by UPSC....Good Luck....

For the upsc exam is the minimum qualification required +2 class.
Which candidate complete the +2 class with the science subject,
Those are eligible for the exam.
1.NDA Exam
2.SCRA Exam
For both nda and scra exam qualification is required +2 passed/appear with the science subject form the recognized board.
The age limit for the NDA exam is the 16.5 years to 19 years.
Only unmarried male candidate is eligible for the exam.
For SCRA exam the age limit is the 17 to21 years
Male and female candidate both are eligible for the exam
For the other exam the qualification is required graduation .

Did you mean Higher Secondary?
If yes than unfortunately you cannot apply for UPSC examination after completing your Higher Secondary Studies.
Minimum education required to apply for UPSC Examination is Graduation or equivalent in any discipline from recognised University.
You need to complete your Graduation in order to apply for it.
So complete your Graduation first with good marks and than apply for UPSC Examination.
If you want you can apply for Combined Higher Secondary Level Examination conducted by Staff Selection Commission (SSC).
to apply for CHSL minimum qualification required is 10+2 so if you want you can try giving that exam.
