Dear,
The essential qualification for the CSAT, CDS, CPF(AC) examination, is to pass the Bachelors degree at any recognized university in any discipline. There is also no specific time period that when the preparation should be started. But to my mind, you can prepare for the examination after fully realizing the syllabus of the examination. Generally, the NCERT books of the 12th standard are the best books for the examination. So you have to read these books for becoming strong your fundamental ideas on your subject. So I think you must start from now so that you will be easy in appearing the examination at the time of the last year of the Bachelors degree. Best of Luck....

first of all let me remind you that you can apply for the upsc
National Defense Academy and Naval Academy Examination (NDA/NA) or
Special Class Railway Apprentice Examination on 12th basis.
for the NDA examination you need to have PHYSICS MATHEMATICS and ENGLISH
your subjects in the 12th class.
while for the upsc SCRA examination you need to have PHYSICS MATHEMATICS and CHEMISTRY
as your subjects in 12th.
while for the other upsc examination that require graduation as the educational qualification.
the age limit to apply for these examinations is 21-30 years so you have
enough time for the preparation .and for these examination SC/ST and the OBC category there is an age relaxation of 3 and 5 years respectively.
you can start your preparation right away .
a upsc examination at least require a year for a well drilled study for the examination.
my suggestion to you as you are willing to appear for the upsc examination
first, to go with the syllabus provided by upsc for a particular examination.
secondly, try to improve your aptitude, english and general knowledge .
