Yes, sure you can take two optional i.e., Hindi literature and another is Electrical Engineering. The combination will be right if you are good at your both the subjects. Yes, you can choose them. But remember they are not high scoring optionals. There are certain difficulties in Electrical Engg, which i can emulate.
1) lack of proper expert guidance, self-preparation is the only way
2) very few members within 100 will attempt that optional, so you have to be among the top 20 to get selected
As far as Hindi is considered, you can get all resource materials, but scoring is very average only.
think of them and finally decide.
