YES THIS COMBINATION IS ALLOWED FOR B.TECH GRADUATE FOR THE MAINS EXAMS.
You can choose Electrical Engineering and Chemistry as optional subjects for Mains exams of UPSC CSE.

    Of the
Engineering subjects viz. Civil Enginering,Mechanical Engineering & Electrical Engineering-not more

    than one subject
is allowed for the candidates. This is the only restriction appliacble while chosing optional subjects of engineering/equivalent.

There is no such restriction that an electrical engineering/equivalent student cannot take electrical engineering as his option.

Make the choice of Optional sujects according to your knowledge of the subjects and your interest in them.

You choose sujects which you grasp easily and understand easily and you think you have command over it.

    Please donot get
confused by any rumours or misconceptions.

You can always refer the exam notification of UPSC CSE and its website
