Hello
You can not write IAS exams while doing B.SC IT but can surely apply for IAS after completing B.SC IT.Now the minimum qualification required to apply for IAS is graduation in any stream, until you complete your graduation, you are not applicable for IAS,So you should understand that you will have to complete your B,SC ,to appear in to IAS.
And there is no issue of distant education mode, the distant education mode is equally valid and have validity as a regular degree,so there is no problem with your distant degree but you will have to complete your graduation to apply for IAS.

If you are pursuing B.Sc in Information Technology through distance mode then there is no problem about distance mode education because if your university or institute is recognized by UGC or AICTE etc. then your degree will be considered valid and you will be considered eligible to apply for IAS examination but question comes about the completion of your bachelor's degree means if you have completed your bachelor's degree then you are eligible but if you are pursuing first year or second year of bachelor's degree then you are not eligible to apply for this examination because this does not comes under the eligibility criteria of IAS examination but if you are pursuing final year of your bachelor's degree or appearing for final year examination or awaited for final year result then you are eligible to apply for this examination
