You also need to satisfy the following criteria:
1. Nationality: Indian
2. Age: 21-30( 35 for SC/ST & 33 for OBC)
3. Attempts: 4 for OPEN, 7 for OBC, 9 for S/ST.

1. Nationality must be Indian.
2. A degree from central, state or deemed university
3. A degree from Correspondence education or distance education
4. A degree from Open University
5. Age limit is 21 to 30 years
6. Upper age limit relaxation is up to 33 years for OBC non creamy layer and defense services personnel disabled.
7. Up to 35 years for sc/st caste
8. No. of attempts are four attempts general category and OBC creamy layer.

Hope that you are in good health and good state of mind.
See,the according to the eligibility criteria,the candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section 3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.
So if the university from where you did engineering is approved by UGC,the you can surely sit in the exam.
But make sure that you also fulfill the age criteria.
A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st August, in the year of examination.
The upper age limit prescribed above will be relaxable in the follwing cases:
- Scheduled Caste or a Scheduled Tribe: upto a maximum of five years.
- Other Backward Classes: upto a maximum of three years.
- State of Jammu & Kashmir (Domiciled during the period from the 1st January, 1980 to 31st December, 1989): upto a maximum of five years.
- Defence Services personnel : upto a maximum of five years.
If you satisfy the above criteria,than you'll can sit for the exam!
