It actually does not matter whether you choose B.Sc over B.tech or vice versa.Whichever field you choose,do study it properly so that you can select that subject as an optional subject in the Civil service exam and you need not waste time to prepare for some different subjects.
There are various list of subject to be chosen for optional and people generally prefer to choose their graduation subject as they think that would be the subject where they have good knowledge. This holds true for good students but if you neglect your studies during Graduation,then you will end up losing time on choosing subject only.
Regarding eligibility for IPS or Civil Service,the basic qualification required is graduation from any stream so it does not matter whether you are B.Tech or B.Sc or B.Com etc.
