sorry friend UPSC don't conducts any course. it conducts the exam for the recruitment in cetral government posts.
After completing B.Arch you can apply for the civil service exam. Civil service exam is conducted by the UPSC for the top level post of India which are as follows

you should be graduated in any stream from recognized university or its equivalent.
