Why because upsc have to take the graduates in any stream
with any aggregate from any university that is you wish
Your age must be between 21 to 30 years
But do not cross the age of 30 years
If you are age relaxation candidate (BC or SC)then you have a chance of
age relaxation upto 3 and 5 years respectively

CSE graduates are eligible for UPSC examination
because the minimum qualification asked for UPSC examination is graduation and you are a graduate so you are eligible to write for the same but there is no any subject related to computer science .
you have to take another subjects in the mains examination but don't worry first you should give the prelims and if pass than apply for mains with physics and mathematics or with any other subjects because there is proper choices available.

Yes CSE student are also eligible for the UPSC exam because they done their graduation and any graduate student are eligible for the exam .
CSE student can give the exam like CSE , IES and so on .
The criteria for the CSE exam is below :
-> one have complete their graduation from any recognized university .
-> one age should be between 21-30 for general cast , 3 years age relaxion for obc , 5 years age relaxion for sc/st , 10 years age relaxion for physically handicapped .
-> maximum 4 attempts are allowed for general cast , 7 for obc and no limit for sc/st .
The criteria for the IES exam is below :
-> one should done their B.E. /B.Tech from any recognized university .
-> one age should be between 21-30 for general cast , 3 years age relaxion for obc , 5 years age relaxion for sc/st , 10 years age relaxion for physically handicapped .
The exam pattern for CSE is below :
It consist three rounds .
1- preliminary round
2- main exam
3- interview .
The final selection will be based on the marks secured in main exam plus interview together .

Eligibility Criteria For IAS
(i) Age limits :
21-30 years as on 1.7.2012. (Upper age limit relaxable for SCs/STs, OBCs and certain other categories as specified in Para 3(ii) of Notice).
(ii) Educational Qualifications :

Yes dear, CSE graduate are eligible for the UPSC exams. You are eligible for the CDS exam. Civil service exam, Combined graduate level test etc For the civil service exam and combined graduate level test qualification is required candidate must have graduate in any stream from the approved university with any percentage of the marks. So you don�t worry about this CSE graduate are eligible or not. At present the civil service exam notification is ready to declared by upsc in the month of the march. Preliminary exam is held in the month of the May. Age limit for the exam is the 21 to 30 years. Age relaxation as per government rules.
