that is comes under UPSC board and in Civil services.
For passed it you have to follow 3 round
1. prelims
2. mains
3. personal interview...
and if you passed this 3 round then they are send you for training and that is free may be it is in dehradoon.
and for that you have to be in age limit and you educational qualification creditably .
