yes final year candidate can appear this exam. Subject or Stream in graduation doesn't matter for this exam. only you are graduate or appearing final year of the qualifying exam you are eligible.
There are few other eligibility criteria which is also compulsory which is,
Age of the candidate is 21 to 30 year, If he/she belong from general category
Age of the candidate is 21 to 33 year, If he/she belong from OBC category

The civil services exam is applicable for those only who have completed their graduation (minimum),you can not apply for the civil services being in the final year,you will have to wait till you complete your graduation.In any civil services you need to be minimum graduate,to apply for the civil services.

But condition is that when the candidate reach final step then candidate has the degree certificate from the approved university.
The age limit for the exam is the 21 to 30years for unreserved category.
The age relaxation for the reserved category 3 years for the obc and 5 years for the sc/st category.
