IAS stands for the Indian Administrative services.It comes under the civil services examinations which is conducted every year by Union Public service commission.
This service is the most respectable service of Indian government.The necessary details regarding the IAS are given as below:

Qualification:-
The candidate must be graduate in any stream from the approved university which is approved the ugc/aicet or state /center government approved.
Age Limit:-
The age limit is for general category is 21 to 30 years. And attempt the exam 4 times.
The age limit is for obc category is 21 to 33 years (3 years relaxation). Attempt the exam 7 times.
Age limit for SC/ST category is 21 to 35 years and attempt chance till overage. Means no limit
Age relaxation to Physically Handicapped (PH) persons:
Age relaxation of 5 years is allowed (total 10 years for SCs/STs and 8 years for OBCs in respect of the
Posts reserved for them)
Age relaxation for Meritorious Sports persons
The relaxation in upper age limit upto a maximum of 5 years (10 years for persons belonging to SC/ST

See,the according to the eligibility criteria,the candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section 3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.
So if the university from where you did engineering is approved by UGC,the you can surely sit in the exam.
But make sure that you also fulfill the age criteria.
-->A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st
August,in the year of examination.
-->The upper age limit prescribed above will be relaxable in the following cases:
->Scheduled Caste or a Scheduled Tribe: upto a maximum of five years.
->Other Backward Classes: upto a maximum of three years.
->State of Jammu & Kashmir (Domiciled during the period from the 1st January, 1980 to 31st December,
1989): upto a maximum of five years.
->Defence Services personnel : upto a maximum of five years.
If you satisfy the above criteria,than you'll can sit for the exam!

I.a.s examination is conducted by union public service commission twice a year.the eligibility to write indian administrative service exam is as under.
1.a graduate or a final year candidate from a recognized university in any discipline can appear i.a.s exam.
2.every candidate's must be within 21 years to 30.
3.relaxation in age available obc 3 years, sc/st 5 years.
4.a gen candidate has to clear ias within 4 attempts,obc 7 attempts,sc/st has no limit.
5.every candidate must be the indian citizen.
6.candidates to sit for preliminary exam forst next main exam. Them personal inter view.
