You have to apply for Civil Services Exam (CSAT) to appear for IAS exam.
You can only appear in Civil Services Exam if you satisfy the basic eligibility criteria like
Educational Qualification
The candidate must hold any degree in any discipline from any recognized university. Final year degree students are also eligible.
Degree obtained by distance education/open university is also eligible if the university is a recognized university

A bachelor's degree in any discipline from a recognized university with at least 50% marks
Age should be between 21-30 years and relaxation in age as per government guidelines
5 years upper age relaxation for SC/ST and 3 years upper age relaxation for OBC Category
