To apply online, you have to go www.upsconline.nic.in and then click on the ORA link and then proceed as the instruction given. Before it you have to see the link how to fill up the forms. and prepare your photos and signature ready at the time applying. Then if you are a Gen or OBC candidate then you can deposit the requisite money in the SBI through the computer generated challan or pay online by using your debit-cum-atm card. to know more details please visit www.upsc.gov.in Best of Luck and Thank You.....

or there is also an alternative where you can directly find the available forms,
www.upsconline.nic.in
there will be two parts of registration and you will be needing a scanned copy of your photograph and signature while registering because there is only online option available for the registration purpose. Then for the payment options you need to go to the payment mode and then there are two options available for the payments, offline and online
