Its completely wrong there is no such type of rule. civil services exam prefer only that candidate who deserve it doesn't matter that he/she belong from which stream.
If you can crack the exam then you will become an IAS ,IPS officer
Civil services exam is conducted by UPSC once in a year. this exam is also say CSAT exam there are three stage
PRELIMS EXAM
MAINS EXAM
INTERVIEW
all the stage are compulsory to become an IAS officers
As being a M.Sc student you are eligible for CSAT exam there are some eligibility criteria
Eligibility Criteria is
Candidate should be graduate in any stream from recognized university.
final year candidate are also eligible for this exam.
Age Limit for general candidate is 21 to 30 year.
3year age relaxation for OBC candidate and 5 year age relaxation for SC/ST candidate.
Nationality should be Indian

Any Graduate candidate which age is between 21-30 year can apply
You are also eligible for Civil Service Exam
Candidate must be Graduate with any Subject and Any Percentage from any recognized university
Age relaxation for OBC 3 years
SC/ST 5 years

It's wrong that civil one prefer B.A. candidates. In civil service exam UPSC select deserving and able people because they are going to handle the nation. So forget it that you are not eligible for it or something going to be wrong with you, if you have knowledge and guts than you can be an IAS. I make you clear and tell you the basic requirements for this exam
Candidate should be a graduate in any stream from a recognized university (Percentage does not matter)
Age should be lies between 21 to 30 years (general category), 21 to 33 for (OBC) and 21 to 35 for SC/ST candidates.
