dear, UPSC not hire to Intermediate candidate for IAS exam. For this exam should pass graduate from recognized university. UPSC doesn't require for percentage of marks if you are simple pass class graduate then you can apply for IAS but base on Intermediate you can't apply for IAS. So, firstly be graduate then apply for IAS.
