I appreciate your dream of serving the nation.
Firstly, you need to write Preliminary exam of Civil Service followed by Mains.
The qualification for the Civil Service is Graduation(Degree). So you need to complete your graduation.
Coming to the Preliminary exam, it consists of General Science and Aptitudes.
And the syllabus for the Preliminary is cover everything intermediate level like GK,Biology, everything.
And the syllabus for the Mains is to select two subjects out of 22 subjects but a combo of same stream is avoided like (Electrical Engineering and Mechanical Engineering).
And an Indian language out of 28 languages.
As you're 11th standard, I'd suggest you to go through newspapers, history(Indian), Geography(India) And the problems arising in your state.
And reading the newspapers is just not the thing, you'd analyse the facts and analyse every stuff you go through.
The main important thing is to prepare notes of it. It helps you to reckon everything when you just have glance at it.
And preparing the notes is very good job because you'll never find anything in any book about certain topic which you surely find in dailies.
Go through two languages of dailies (one, perhaps English and second, your language).
And section of subjects for Mains depends on what course you do in your graduation.
After deciding the course, then go should go through previous year papers.
And you can also join a institute just 2years before writing the preliminary exam.
You should create your own time-table because proper planning and execution is more important for success.

Nothing is impossible,you can do anything if you have proper
dedication on the matter.Just you have to stick on that.
In case of UPSC preparation, YES!! why not, 1 month is enough for
taking UPSC preparation just you have to give some extra effort.
If a regular student gives 5 to 6 hours a day then in case of you have
to give almost double effort from that regular student.
As the time for taking preparation now is less that's why you have to
prepare yourself on different manner.
I mean to say you have to prepare yourself in suggestive manner.
just go through the previous years question papers.and follow the
question patterns.and practice yourself as much as possible.

select a time in which you will study only for the preparation of exam,start your preparation with NCERT books which consists the base of every high level concepts ,
then make a time table for that time period and include every subjects in it and give appropriate time to each subjects ,
solve more and more practice papers .
