Hi Aspirant,
It is good that you want to join civil service and serve the country. You can apply for Civil Service exam through Union Public Service Commission.
This exam is conducted once in a year for the post of IAS, IPS or IRS.
CSE is conducted at all Indian level. You can apply for civil exam in next year 2013.
UPSC is going to release the notification for civil exam on 2/2/2013. You can download the notification from UPSC website and fill the application form at
http://upsconlin.nic.in
You can apply for the civil service exam in final year of medical.

After qualifying the written exam you will be called for the Interview.
In mains paper of CSE you will have to choose the two optional subjects. The selection of optional subject should be very carefully because your subject is depends upon these subjects. I am providing you the list of optional subject.
