When you will appear in the last semester examination of your university then you can appear for the upsc ies examination. For this you will have to log on to www.upsconline.nic.in.
But in this time you should start preparation for the examination. You can download old question papers at www.upsc.gov.in and after that by that pattern you can start your preparation. Best of luck.

No currently you are not eligible for the IES exam because for giving the exam you have to complete your graduation first .
The criteria for the UPSC IES exam is below :
-> you have to complete your B.E. / B.Tech from any recognized university .
-> you can give the exam in your final year of graduation .
-> Age limit :
21-30 for general cast
21-33 for obc cast
21-35 for sc/st cast
21-40 for physically handicapped
So either you complete the graduation or wait till last year of your graduation then and then you can give the exam but till that you can prepare for the exam .

This is basically a UPSC Entrance which is conducted by itself for the intake of the Engineers.
Branches : CIVIL, MECHANICAL, ELECTRICAL AND ELECTRONICS..
But the Eligibility is that you should be a full Engineer/ FINAL YEAR APPEARING.. Hence YOU CANNOT APPLY FOR IT in 1st year...
But year when you will be in 3rd year you would be eligible..
