yes you are eligible for ies examination, the students who have passes their engineering degree or who are appearing in the final year can apply for the exam, provided that you will produce the graduation certificate till interview round.

yes, sir you can apply for IES exam being in 7th semester of your Engineering. UPSC allow the candidates to apply for exam in final year of their Engineering. This year last date of receipt of application is already gone so you have to apply in next year(2014). As now you have 1 year left for exam and you need to prepare hard to crack the exam.
But you are required to give the papers in any one of the following four streams.
Civil Engineering
Electrical Engineering
Electronics and Telecommunication Engineering
Mechanical Engineering
for appearing in exam you have to fulfill some other requirement like:
>>Engineering degree in any discipline from recognized college or university
>>your age must be within 21 years to 30 years . there is relaxation in upper age limit upto 3 years for OBC and 5 years for SC/ST candidates.

the final year graduation students are allowed to give the upsc engineering exam, provided they fulfill the criteria which says that you should be a graduate from any of the following streams of engineering

And moreover, your age should be not less than 21 years and not more than 30 years.

IES exam is already over this year.You have to apply next year.The date of notification will be around February March.Keep checkign the website of UPSC in the section of Examination to know the tentative date of notification announcement.You have time with you.Till then prepare hard as this will be the toughest exam you have faced till now.Take help of good books for preparation like those from made Easy publications,G K Publications etc and you will succeed.Solve previous year papers for your stream and if needed take help of coaching through correspondence.
